As far as the chiv goes, I don't think it is that they have fewer candidates, or aren't taken to task as much, so much as it is easier to see when a candidate is ready. Each tourney they enter is like a meeting. No need for the extra meetings to pass around pictures or examples of their work. Plus, it is easier to judge when sommeone is ready, because they are all doing the same thing. Fairly cut and dried. As laurels and pels, you have an extremely broad range of arts, sciences and services to be aware of. It is a very big job, if you ask me. But I don't need to tell you that... :)
