What kind of software do you use for the chat room? I run virtual meetings for work and we have a protocol of raising hands. The software that we use has a hand raising feature. Maybe you can devise a way for people to raise their hands to speak even if it is not a feature of your chat room. It may not work as well in a chat-only environment, but it may.

I can very well imagine how much more participation you can expect without the burden of traveling....people may not like online meetings as well since you can't sit back and visit with your friends, but they are practical.
