The reward system you describe sounds horrible. In addition to the reasons Ralg mentions, it sounds like it is taking away the Cost of Living Allowance increases and step increases, which are the about the only thing that allow employees to be able to continue to meet increasing finanacial obligations. So now employees and their families are even more laboring under the control of people who can make or break them, depending on whether they "like" them or not. The thing I like best about working for the federal govt is the objectiveness of the rules, that generally are applied fairly to all. To make them more subjective - well, we might as well be working in the private sector for more money if the financial security the govt offers is not there any more.
